Yeah, Steam updated their TOS recently to reflect this as well. Nothing on Steam is owned any longer. So, OP you should delete your Steam account
What concerns me more, is whether it includes DRM/anti cheat. I'm still downloading and haven't been able to confirm whether or not it has any. If it does I'll be joining you with the refund.
Because many of the games on my list were purchased BEFORE the Steam EULA update (which I refused to agree to and sent a counter-notice stating as such)
If you didn't agree to it, then you wouldn't have an account right now with games on it. But you did agree to it. And sending the rebuttal won't do anything.
You did agree to it, and you agreed that you don't own the games on your account on Steam.

Its always been like that since the beginning of Steam. Its actually not new at all, you have never ever owned any of the games you bought on Steam during the entirety of your account's life.
There is a fundamental human-rights law stating in very clear terms;
"No one shall force upon another person conditions that require them to involuntarily relinquish their rights."
Ergo;
You can't just simply "say" someone agreed to something based on them;
- Reading a EULA/TOS
- Not responding in a specific amount of time
- Replying with a refusal
- or through their inaction
