Does sleeping restore Magicka (Atronach Birthsign)
title. i want to pick it but unsure how i will circumvent the halted magicka restoration

No. Magic restoration potions and spell absorption are your only options. (At least for the original. Havent fired the remake up yet, but I will assume it is the same. )

no, only shrines, pots, welkynd, self cast / enemy spells, fortify glitch
normal regen is halted

Shrines don't seem to work like that did in the original. I get a blessing but no restoring
