Windows 11 supports 12_2 natively. Windows 10 doesn't support it on its own...but it can.
The DirectX 12 Agility SDK was designed to allow for dev to continue developing updates & advancements for DirectX 12 within the Windows 10 OS (and yes, that includes feature level 12_2 if your GPU supports it.) If it doesn't support it, use CleansingKiller's workaround.
Agility SDK was added in specific revisions of v1903 and v21H1/H2, if the Windows is years out of date, it by default should be advised to update it, rather than using random workarounds that may or may not work in the next Agility SDK game.
That's because Windows 10 is EOL and no one will be fixing bugs in it at this point
