Well someone was able to load the new ESM into the old original oblivion creation kit and it worked so it is there, you probably just need to extract it from one of the files.
If they can do that on day one you can expect they will be able to do far more.
Also there are literally already mods for it so 🤷♂️
the issue lies in the lack of accessibility of load orders and how ue5 handles the snowflake all the papyrus scripts of the gamebyro engine. frankly im more curious if this technique could be applied to other bethesda titles to improve their graphical fidelity.
You didn't look too hard. There are still .bsa, .esm, and .esp files.

Puddle mods at best, nothing to write home about.
They will most likely have to rework there mods completely.
I finished a playthrough a few months ago with a great necromancer mod and I hope it makes the cut.
