Disposition stuck?

Not sure if it's a big or what, I can't increase an npc's disposition any further, but I need to for a quest. Both bribe and persuade minigame options are greyed out and can't be selected. There is also a message at the top saying they're at max disposition, which they clearly aren't

Anyone know how to get around this?

I think there is a max level dependant on your speech craft/personality. You may need to level the skills up some more or learn a charm spell. A trick I used in oldblivion was to craft a 100point charm spell with 2 second duration as the spell stays active while in chat. Hopefully works the same way. If you haven't done the mages guild for spell crafting I think you can buy candles for the wizard tower home spell crafting lectern from someone not in the guild, but it's been awhile so I might be wrong
