Also - is the combat more like Oblivion and less like Skyrim, eg no dual wield / sword and magic / magic & magic etc?

Like their acrobat skill was ~15 by the time they exited the sewer from jumping around a bit.
Skills are still grinded to increase your level but it doesn't need to major skills anymore. Major skills give a big starting bonus and get xp faster, and minor skills are no longer a thing.
Now you get 12 attribute points to spend each level no matter what. You don't need to delay levels or carefully increase some skills while avoiding increases to boost the efficiency of each level up.
Your health increase each level used to be determined your endurance at the time of levelling. This meant that your character would permanently suffer if you didn't rush endurance to 100. This is no longer the case as the health gained from endurance increases are retroactive.
