Not a bug it's intentional so that you don't have to wait forever everytime your selling of your goods. They just have a max you can get from one item instead, which is a nice middle ground

Check out 6:19 in that video, for instance. The old version of Oblivion also had non-decreasing gold for merchants.

In OG you really needed "Living Economy" or "Enhanced Economy" to have dynamic merchant gold.
It should not go down at all.
