I got the Basic edition and I have horse armor in the game. The first horse seller I seen gave me the worst horse with horse armor for FREE!

I'm on game pass base version and the stable right outside the imperial city straight up gives a horse with armor for free, also will slap armor on any new horses for 500 gold
