Talk to a merchant. They usually have shops with signs out front. You were probably arrested for stealing something. The stuff on the merchant's table isn't free to take.

I didn't take anything from the merchant. I took something from a table like 3 towns away when absolutely nobody was looking. It was a quil and ink.

"Talk to a merchant" is a very very bad advice to someone who clearly has no clue of where to find one, btw :P That's why the title says "Where??".

Go to the pawn shop with the pawn logo. If you're a "criminal scum" you pay the fine, or serve your sentence. Your stolen goods are now forfeit.

There are merchants in all the cities, similar to the ones in the market district of the imperial city, just explore cities and you’ll find them (look for hanging signs)
