In the mean time I have been running AutoHotKey v1 with the following script and binding Enter as a secondary for Interact in Oblivion
It isnt perfect, but it works for the most part.
Alt+E sends Enter
save as OblivionRebind.ahk or whatever and just keep it running in the background.

once you download Hotkey version 1.1 online, you can open it and edit a script on notepad. once you have gotten this far copy and paste this EXSACTLY and make sure no excess spaces or what not, this will allow you to press CNTL E to pick up stuff in menus and still have e set to default settings without changing anything. it may be annoying but it was better than moving ur hand to enter or using the cursor for long list of stuff in the menu

its more comfortable for me to use the mouse to actually click "next" instead of reaching over to press Enter
