They should scrap it and start making Skyrim in this now.
only difference is that youll need another 2000 mods on top
Skyblivion isn't free; you need to have your own copy of Oblivion with both expansions, IIRC. Otherwise, Bethesda would have "cease and desisted" the makers of Skyblivion a long time ago.
