Models Not Loading In/low poly?

I appear to be getting low level of detail on some world models, for example, in the market district, the statues are very low poly, and the imperial tower looks cracked for lack of a better term. Anyone else getting this?

i'm getting it on shields and weapons whenever a magical effect renders on them, odd thing is that when the effect ends, they revert to a high poly model.
