They have never given a option for voice in these games
Yeah, but my character clearly has a Body Type 2 voice actor doing the grunting while I'm playing a Body Type 1. None of the Body Type 1 people I've met in real life sound like this.
Pretty sure they don't have an option because the voice depends on the body type. This doesn't seem to be the case in the remake. I don't mind -optional- inclusion, but this feels like they wanted to force characters to be non-binary. That's kinda annoying.
I'm pretty sure this is just Bethesda being negligent/buggy as usual and forgetting to enable the female voice. Or maybe the remaster was rushed so fast they couldn't find some female intern to make "urgh", "agh!" sounds for 20 seconds.
Assuming the voice based on the body type would totally defeat the purpose of having gender-neutral body types. That's why I don't think this is a bug.

(complete sarcasm. get a job)
The voices are not changed by your background either, as some people keep saying.
