Since it is UE5, you can use pak mods.
Also it will use the old plugin.txt type mods too.
Just because they said x doesn't mean y can't happen. UE5 already had a framework for mods. Give it time, and you'll see mods here. As per usual the community will make things happen while bugthesda just sits there confused.
The mods on Nexus are mostly small replacements, like replacing the intro video with a 0.1 second blank screen so that there's no more intro video
It's Day 1 of a game that was shadow dropped while people were/are at work.
The proof of concept of, "Can the game be modded?" is "Yes."
If you want a decade plus worth of mods in a day, you're in for disappointment.
