Deluxe Edition Bugged? [SOLVED]
So having bought the Deluxe Edition; there's no sign yet of the DLC content in game; nor can I see how to access the soundtrack/art-book. Additionally; having just restarted my laptop; Steam is now suggesting I 'buy the Deluxe Edition DLC to upgrade your game'; which seems as though the Deluxe Edition purchase did not include the separate Deluxe Edition DLC? Can anyone else confirm EXACTLY how to access the Deluxe Edition content to confirm whether it has actually been added to my account with my purchase; or is this bugged?

I was wondering the same thing, No sign of the extra stuff popping up in game yet and still does show deluxe upgrade as something I can buy. Maybe it's a bug?

The Soundtrack and Artbook need to be downloaded from the library as distinct apps. I have not found out yet how to get the in game items yet unfortunately :(

None of the quests just pop up like they did previously. You have to go find it now it seems. Sheogoraths portal is still out in the water. The Pilgrim is still in Anvil. The frostcrag spire is still up on the mountain. Just run up to it and the quests will start. idk about any of the new remastered dlcs though.
Might be that you're not just given everything instantly, you may have to find it.
Shivering Isles island is visible in the water on the map but no waypoint and no quest.

Yeah you have to find the quests, you can get the Knights of the nine quest by going to Anvil and talking about the prophet quest he seems to be setting that quest up. He is talking about going on a pilgrimage and going to the 8 sites and getting the armour and weapon needed.

This is for everyone TALK TO EVERYONE click on RUMOURS and the just do dialogue options you get quests left right and centre and it is nicer to find the quest from talking than it being dropped on you randomly but I understand the feeling. Shivering Isles I think you need to do the rumours near where the portal actually is.

If you right click Oblivion Remasted in your Steam library and choose Properties -> DLC, then it should say "Deluxe Edition".
If it does, you got the right version. We just have to wait for Steam to fix the upgrade available-issue.

You're a champion. I was freaking out for a second because I thought i didn't have it. This has proven to be true. I do indeed have it.. steam is just kinda borked.
To those commenting about Knights of the Nine; Shivering Isles; Mages Tower; etc; thankyou for your attempted help, however those are the original DLC for Oblivion which are all included as part of the base game now in this enhanced edition. The Deluxe Edition DLC should instead be adding 2 entirely brand new quests: Time Wound, and Burning Trail.

For those curious: Bethesda Support was able to help with these and i've confirmed their presence in my copy of the game.
Time Wound: Speak to Ilav Dralgoner, an Imperial Priest in Kvatch. Found on the road between the camp and Kvatch.
Burning Trail: Interact with the note on the barrel in the center of Talos Plaza.

I also do want to give a quick shout out to @Kewler for his help confirming the DLC is working in the game despite Steam's Glitch with his answer below:

Just to be clear though; the character origin selection should be available for everyone who has bought the remastered edition. The Deluxe Edition Content is specifically the Quests mentioned above.

As of today my game and store has been updated. It now properly shows the deluxe edition, when looking at the DLC list at the storepage. "In Library" it says.
