Okay, you might want to try a driver like 566.36 and see if that works. If you want to try this, I recommend using DDU(Display Driver Uninstaller) in safe mode to scrub everything related to Nvidia, then, with your internet disabled, install 566.36. You can do that via several methods, cable pull, disable the NIC, if wifi, enable airplane mode, exc.

I have seen others claim that deleting this file has helped while others have said it was temporary. You are welcome to try that but I am still thinking the issue is driver related.
Okay, if you ever need that file back, do a check for file integrity on Steam and it will redownload that file for you.
