Edited: (SOLVED) No cloud saves?
I was playing on my desktop but decided to move over to my laptop. When I exited the game it states cloud syncing but when I start the game on my laptop it doesn't download the save file. Both my desktop and laptop have cloud saving enabled (in Steam settings and in the games property settings).

Edit and temp fix until Bethesda actually addresses this:

Found the issue. The cloud saving is working but it's using OneDrive.

The game looks for saves in;

C:\Users\YOURUSERNAME\Documents\My Games\Oblivion Remastered\Saved\SaveGames

But the cloud save goes into;

C:\Users\YOURUSERNAME\OneDrive\Documents\My Games\Oblivion Remastered\Saved\SaveGames

You will need to MANUALLY copy and paste from the OneDrive folder into the games save folder.

I hope this helps.

the problem not with onedrive, the game itself save the data on drive C: Users/Document and if you move your default document folder to drive D then the cloud save will no more work since the cloud saves to drive D but the game saves to drive C.

And steam will act as if you never save your data so the steam cloud storage will display at 0MB, that's why if you check your Documents/My Games/Oblivion Remastered on drive D there will be no save data.

Interesting theory because I'm on D: drive for both my computers I believe where I saved the game... so this makes sense.

edit: wait, I mean that my D: drive is where my STEAM library is that Oblivion is running on.

i tried copying the steam_autocloud.vdf from oblivion folder on drive D to the save location on drive C and start the game, then voila it will start uploading to cloud, HOWEVER it will save to drive D and will no longer updating the data at D if you make new save data ingame.

and if you delete the steam_autocloud.vdf on drive D, then steam will auto generate the new one there if you start the game, it's a proof that the folder is active and linked to steam but it's linked to cloud only, the game itself linked to drive C

Wow that's a bad issue.
I have the issue too but already removed onedrive ages ago. This is goofy
I tried moving the VCF file around from where it generates (OneDrive) to the Documents (nonOnedrive) and still no dice. Also tried moving my game from my D; steam library to the C: one, still no dice. I confirmed my saves are still there on my desktop..

Wait... SO my desktop has a custom documents path because I'm using Dropbox, so it looks like Bethesda (or the frenchies that made this game for them) HARDCODED the path to C:\Users\yourUSERNAME\Documents\My Games\Oblivion Remastered\Saved\SaveGames

WTF? I thought developers know use the ♥♥♥♥♥♥♥ environment variables... well at least the game ran pretty well. Hopefully they push a fix for this soon.

Idk about the rest, but for me that doesn´t have any effect. My documents are and have been in C. the game saves them there, uploads them to Steam cloud, I can see them uploaded from the Steam Cloud website thingy where you can download them. But then in the other machine they are not updated with the data from the cloud. Machine which again has all in C.

Only way I can make it work if I myself copy them there from one machine to the other.

Developers hardcoded the path to go to C:\Users\youruser\Documents instead of whatever is in the actual setting in Windows. You can check this yourself and compare, lots of cloud-based software can edit this, like OneDrive or Dropbox so your user profile files are synced with your cloud.

To check open powershell and run:
[Environment]::GetFolderPath("MyDocuments")

That's where Bethesda should be storing save games, not a hard coded path on C.
Have you guys tried the solution I posted?? Does it not work for you? I can now load saves from the game menu without issues.

Yes moving the saves would work but defeats the point of cloud saves.

Steam says the game supports cloud saves, IT DOESN'T. If you have to move the files over constantly to manage them, then it defeats the whole purpose.

Bethesda just needs to fix it... soon hopefully.

Found a solution that worked for me! Go in to windows security - scroll down to "protection history" Click on the down arrow next to "protected folder access blocked" and click on "actions" then "allow on device" - no more problems (for me at least)

I'm just now seeing this. I will give it a try when I can and let you know if it works for me.
I opened a ticket with Bethesda about the save path issue, maybe they'll see it and fix... maybe
Having this same issue. Very much hoping there's a fix in the works, because I'm not gonna bother manually copying and pasting my saves back and forth. That being said, I'm really hoping this actually gets addressed and not ignored.
This is happening to me as well.
