As for temps, I will have to get back to you on that since I run an intel, not AMD, but 70C isn't truly bad since the 7800x3d can handle up to 89°C before it starts to throttle to protect the CPU.
i use ndvia control panel , to cap fps at 60
loading screen , 're uncapped fps , so both gpu/cpu 're going crazy
running the game with intel i9 13 gen rtx 4080 laptop
but keep in mynd , with last gen cpu ,, dev tends to use the 81/83°c power/thermal efficiency for heavy task . boots clock cpu will usually trigger at those temp , power draw
cap fps in game setting won't always work on loading screen
this is why i prefer done this by the control panel of my gpu
adding the fact , nowdays cap 60 fps in game setting nowdays game can trigger dynamic hidden setting graphics
The fix is to not play games on Unreal Engine 5
