if you click on the dlc upgrade it does say "Upgrade* from the digital base game to The Elder Scrolls IV: Oblivion Remastered Deluxe Edition* to receive:

*Base game required, sold separately"
I feel like that graphic of what you get is misleading
They probably copy/pasted Deluxe edition text from the console descriptions and didn't update to make more clear on Steam, rather than purposely misleading.
