i tried just turning off DLSS instead and that fixed my crash issue (as far as i know) just played for 2 hours without crashing as opposed to crashing every 10 minutes. thank you so much!

This fix works!!!!
The issue: Installing mods through Nexus and crashing no matter the mod used, if something is enabled I have to verify file integrity and try again. It launches fine without mods after verifying integrity and launching after disabling all mods. Crashing after installing any mod to Oblivion Remastered or "EXCEPTION_ACCESS_VIOLATION".
Resolution: Go into Vortex, click the button that says "Load Order" on the left-hand side (for me) where it says Mods/Collections/Load Order under the tabs that says Downloads/Games/Extensions/etc. --- Once you're in the "Load Order" tab, click "Reset Plugins File" and do that. Vortex messes up the load order, thus not capable of launching and this should hopefully fix someone else's problem.
Maybe it does or doesn't help, either way, it's another solution that someone could be looking for aimlessly.
This worked for me. Was crashing on start up but your solution now let's me play.
Actually it does if you have UAC on and other Windows security. It's not recommended you use any program that calls another in that directory because it's subject to Windows' automated security.
Programs that call other programs inherit a lower access privilege in Windows -- that means if Steam is only as "administrator" then the programs it calls from it's launcher run as USER unless the program's creator specified otherwise OR the user does. This was one of the main security changes from Windows 7 to Windows 10. That is the behaviour that should happen by default on Windows 10 / 11 machines.
Program Files is a protected system access folder which means that programs there will always be ran along the antimalware components of Windows.
For games that is not what you want because it means a performance loss depending on your system's setup.
As for why Steam installs there by default, it's because you are given the option to do otherwise but can choose not to. Program Files exists on every commercially released Windows install, but any other folder it can install to may not.

wonder if rolling back to the driver before the one nvidia released yesterday (4/30) would help...
Make sure steam is never installed in program files on your OS drive period, it causes a myriad of issues when it is.
Mod conflicts or incorrect load order also gives this error believe it or not.
And lastly Oblivion was infamous for crashing if you have autosave on travel/loading enabled, never play with this enabled period.
I'm an old Bethesda veteran so i'm very familiar with tweaking the creation engine, as others have stated access violation is definitely a known UE4/UE5 problem, i've never seen this error in older tes games.
