I found another post where it was mentioned to check this
Windows Security > Protection history
Here I see multiple entries for
"Protected folder access blocked"
Clicking these entries shows that multiple executables are being blocked from accessing
%userprofile%\Documents\My Games\Oblivion Remastered\Saved\SaveGames
The executables include
steam.exe
OblivionRemastered-Win64-Shipping.exe
I needed to click the "Actions" drop down and select "Allow on Device"
NOW there's actually files being written here.
Edit: I'm not sure what step fixed it but it SEEMS like Gamepass doesn't run the game as admin and thus cannot save.
That was at least my last step and it worked. Typical expected ♥♥♥♥, still made me chuckle.
1. Windows Security > Virus & Threat Protection > Ransomware protection
2. If "Controlled folder access" is enabled, then you need to click the link for "Allow an app through Controlled folder access"
3. Click yes at the UAC prompt that pops up
4. Then click "Add an allowed app" and add the following:
"C:\Program Files (x86)\Steam\steamapps\common\Oblivion Remastered\OblivionRemastered\Binaries\Win64\OblivionRemastered-Win64-Shipping.exe"
I also needed to add
"C:\Program Files (x86)\Steam\steam.exe"
