There will be modding, if anyone actually looked the game does have ESMs and ESPs. If you open those up in notepad you'll see they use the TES4 signature, but a different version number, and they even have non-compiled papyrus scripts. Some of the INIs even reference OblivionConsole using known commands like tgm. Give people TIME.
