yeah, but did they mean level scaling, or how leveling itself works.
I also hope they fixed loot in general, my experience gates were nver worth it, and only 2 dungeons were worth doing, as they were only ones that actually had loot in them worth grabbing.

common whats wrong with bandits robbing you for like 100 gold while wearing full glass armour?
They meant how leveling itself works. You can no longer softlock yourself by picking the wrong stats when you level up.
It's still inconclusive if they solved the "daedric armor bandits because I leveled mercantile too much" problem.
