Seriously, an imperial soldier wants to arrest me for NO reason!
I am just leaving Kvatch. I am on a trail leading the guy back to the Weynon monastery. I see someone riding a horse towards me. He gets off his high horse and says I don't have enough gold to pay my whatever and he is confiscating my stolen goods. To you sir, I say FU. This is a bit ridiculous. Now I have to load a prior save which put me way back at Kvatch.

Edit: I saw no indication that I had a bounty. Skyrim showed you if and how much of a bounty you had. If this game shows you I can't find it. I used the console to try clearing my bounty with player.setcrimegold 0 and now I can pass by imperial guards without being harassed. Always hated this mechanic in the games anyways.

And to anyone that says resist arrest, I don't think you can kill the guards. They kill me very quickly if I try to fight them. That would just increase your wanted state anyways.

you were likely spotted stealing in kvatch, the guards there are a bit on the busy side which is why the first guard you saw outside pulled you up on it.

if it has a red icon, don't take it until you know how to avoid being caught.

I don't think I took anything in Kvatch. Either way, are these imperial guards magicians? They magically know I stole something when they are riding by me on a horse?

Yes, They are AND they will make you pay for all pennies that you have stolen.

Literally nothing happens for "no reason". It's a physical impossibility. For every action there is an equal and opposite reaction. There is always a cause proceeding an effect. The statement "for no reason" that people like to through around literally doesn't even apply to life.

Imagine if Einstein said "An apple fell on my head for no reason". How different would the world be today?
