It's a bug

This is incorrect, it is supposed to be in the same container as the Bloodworm Helm.

It's a known bug. Both the Helm and Amulet supposed to be in the Arch-Mage's nightstand after the Quest is completed. Only 2 ways around it, duplicate it before you turn it in or use console commands.

It's a bug, unfortunately.
I kept it by equipping it and going to prison, it was forever stuck on me after that.
Even when I put another amulet, they both work now.

Oh wow, now that's a good exploit. I assume that would work for every other jewelry you can find to just have a ton of permanent buffs?

I think it works for quest items only - because they have to take it from you when you are going to prison, but you can not remove quest items from inventory, so you get this half-broken outcome.

I believe Stark Reality from Sanguine's quest also causes the same bug, for those wanting to avoid prison... but that is a one time deal.
