Shield Bash should be reworked
Gatign the shield bash between level 75 kinda defeats the purpose of it. In my opinion it should have been the first lvl 25 unlock so it can be used more strategically in combat. I would suggest that a well timed bash, hitting just as an enemy weapon makes contact, can stun an enemy longer.
Additionally you could have a shield bash perk at 50 or 75 that a timed bash can disarm an opponent. That way it would give it an additional function.

why can't you strategically use the shield bash simply because it's unlock it at 75 as opposed to 25???

It has been like this for decades by now. Both Oblivion 4 & 5 have this.

Shield bash in original Oblivion was not manual, it was an automatic RNG trigger so the remastered version is already different.
Having it available at lower levels of block would give you more options early on instead of later when you are likely rather powerful already.
Changing it so it unlocks earlier and has an additional function like disarm later on would allow you to use it more strategically in early fights and then something additional in later fights.

Just because you like to win easy and want it early, doesnt mean everyone else does.
Shield bash damage would be extremely overpowered to get early on.

There is really no such things in this game as "early on" vs "later fights", as far as skills are concerned.

In this game (as well as in Skyrim), you can raise Block to 100 "early on" as opposed to during "later fights".

As a matter of fact, without cheating, you can raise your Block to 75, or even 100 automatically unlocking every perk with it (in Skyrim you don't get them automatically), during the in-game tutorial (escape from sewers). It only costs you time, nothing else. Possibly 3 or 4 hours to get it past 75.

That's right: if you like, you may get Shield Bash before you start to play the game past its tutorial part at the very beginning.
You gain it at 75 block to show that you are experienced in using block methods. It's the same idea with all of the different skill perks. As you gain higher skills you are more proficient. Take alchemy as another example. As you gain skill levels you are able to learn more properties from an ingredient to show that you are more familiar with using it.
