It has been like this for decades by now. Both Oblivion 4 & 5 have this.

Having it available at lower levels of block would give you more options early on instead of later when you are likely rather powerful already.
Changing it so it unlocks earlier and has an additional function like disarm later on would allow you to use it more strategically in early fights and then something additional in later fights.
Just because you like to win easy and want it early, doesnt mean everyone else does.
Shield bash damage would be extremely overpowered to get early on.
There is really no such things in this game as "early on" vs "later fights", as far as skills are concerned.
In this game (as well as in Skyrim), you can raise Block to 100 "early on" as opposed to during "later fights".
As a matter of fact, without cheating, you can raise your Block to 75, or even 100 automatically unlocking every perk with it (in Skyrim you don't get them automatically), during the in-game tutorial (escape from sewers). It only costs you time, nothing else. Possibly 3 or 4 hours to get it past 75.
That's right: if you like, you may get Shield Bash before you start to play the game past its tutorial part at the very beginning.
