Can i join multiple guilds at the same time?
im in the warrior guild right now but i want to join the mages guild to unlock enchantment. if i join the mages guild, would it forfeit all hte progress i've made in the warriors guild?

You can join anything in Oblivion without consequences. Which is one of the things I have never liked, I wish it were more similar to Morrowind in this regard.

Yes.

There is one instance in the game where you can get kicked out of one guild for doing the bidding of another guild, but that is not related to the Mages Guild + Fighters Guild. But it is easy to get back in a guild after being thrown out, so no real consequences, no.

You can join every guild but it's recommended to focus on either the "evil" guilds (Thieves and Dark Brotherhood) or the "good" guilds (Mages and Fighters Guild) separately. Killing people and stealing from guild members can lead to expulsion from the "good" guilds and the quests for rejoining can be annoying, at least the Mages Guild.

First I joined the Arena than Mages Guild, Fighters Guild and to the last Thiefes Guild and Dark Brotherhood in that order and except for the Arena I completed the questline of each guild before I started the next one.

The Fighters Guild is the most picky one, because you'll need to have more Fame than Infamy, means that it's better to do this first before you join the 'evil' guilds.
If you get expelled from one guild you can only join them three times before it will get impossible to rejoin.
