My Game Wont Launch. Any Suggestions?

TL;DR- My copy of Oblivion Remastered won't launch, instead stating that I need to install Microsoft Visual C++ Runtime. But even doing so does nothing. Any help would be great.

Hi everyone! So like the title says, my game simply will not launch. Every time I try I get an error message that states-

"The following component(s) are required to run this program:
Microsoft Visual C++ Runtime
Would you like to install them now?"

Then it provides the options 'Yes' and 'No.' I tried 'Yes' and followed the whole process of installing whatever it was (I am clueless when it comes to hardware and software), but the same error occurred when I tried to boot up the game again. Then I tried uninstalling and reinstalling the game from Steam, but that didn't work either. Another thing: I've had this game since April 26, and have not experienced this issue before; a few crashes, yes, but never this error. In fact earlier today I was able to play with no issue at all. Any help would be hugely appreciated, Thanks!

so you needed to install a component? so maybe just restart?

Deleting "sl.pcl.dll" from the game folder seems to resuscitate a game that's crashing on launch

Deleting "Save_Settings" in documents will force a reshade and reselection of certain options.
(like brightness)

Turning on the GPU scheduling from windows turns the whole game purple for some damn reason

Thanks for the help. Restarting my computer is exactly what I needed to do.
