Report a translation problem
The entire rest of the game is easy as hell. Make the most bog standard melee guy and cast resto / alteration / destruction spells everywhere you go to level them up and you'll be downright unstoppable. Go do Knights of the Nine and you'll have a really good set of gear that levels up with you. There is nothing else in the game that is a prohibitively difficult challenge aside from doing Kvatch at a higher level.
Occam's razor would suggest a skill issue.
And the biggest issue with scaling, at least to me, is that it creates some situations that seem contrary to lore (like common bandits in superior gear).
But, as @StopNakbaDenial and @ UrmtheMad imply, if you just make sure to keep your skills and gear up as you level you will be able to meet the new challenges.
And the game is far from being 'barely playable', but to each his own right.
I'm not calling it good or bad if you ask me. It's just the way the original played. Actually, the original was even harder when it comes to how it limited what stats you could level up.
I guess it's one of those things that BGS could never please everyone with. If they change the whole leveling system then some people will be pissed because it would be so different than the original, and if they keep it the same way some would not be happy with how messy it can get.
The remaster reduced the health bloat enemies get by a decent amount but its still there.
I am hoping someone recreates some of my favorite mods from the original that reduced health bloat, increased both outgoing and incoming damage then improved enemy AI (makes them try to flank more, keep range & use items more).
Study the UESP and game mechanics, or play on Adept to enjoy the story. Choosing to play on master difficulty without mastering game mechanics isn't really a valid complaint.
Also, Bethesda combat mechanics have never really been "good", it's more of a story game than a combat game.
