Infinite Load and one in ten game startups will be extremely choppy

Roughly 1 in ten times when loading the game up, its extremely choppy, and you can see how bad this problem is even on the main menu screen. It will be running at somewhere around 10FPS. Usually a close and reopen will fix this issue. However, even when the game is performing well, infinite load screens that have to be Alt-F4'd out of are too common. Usually my game loads in about 3-5 seconds when all working normally

The infinite load screens are a bit of a buzzkill

I think performance is pretty good when its all working correctly however...
