Pilgrimage Quest problem

Hey guys. So I have gone to all 9 shrines twice now, but nothing happens. Am i supposed to do them in a certain order or something or is the quest bugged?

when you pray at each shrine do you get a quest message saying so?

I checked https://en.uesp.net/wiki/Oblivion:Pilgrimage it seems you did not visit all 9 shrines

Maybe check your quest log. This is not known quest bug.

Thanks for the help. Turns out that my quest log showed I didn't have the Arkay Wayshrine. I went to it again and and was able to update the quest.
