are they just not planning on updating the game?
there's a lot of bugs such as your character not holding weapons in the inventory screen. are they really not planning on any patches for this game post launch?

nah, todd says it's perfect
They're working on it! Give it some time. Took awhile for Starfield to get any patches too.

Additional reason for the delay on patching. As this is also going to consoles, you have to consider that consoles don't like 'daily patches', and all patches need to be checked by the console 'provider' before they're allowed to be added. So, likely enough, while they're testing stuff to try to locate where the worst bugs are, they also are trying to make sure that if they patch one side, they can patch all of it...which takes some coordination.

Bethesda games are already a Gordian knot of volatile code ready to go critical mass at the slightest bit of meme dialogue then you've added the Unreal engine on top of that. To patch that kind of stuff and not make it worse takes a lot of time and testing (as evidence by the "patch" on Game Pass they tried that ended up disabling frame generation). As others have said as well they also have console versions to fix as well. Patching a game generally you want to fix as many things as possible at once since you have to re-test everything each time you do.

That said I would give them no more than 3 months to at least get some kind of fix out. And honestly I would say the bugs that are making the game literally unplayable for some people should hopefully take priority and come out sooner.
"Gordian knot of volatile code" is crazy accurate and good!
