No Fast Travel WTF

i Started the game the last time i played is two weeks ago and now i cant fast travel anymore even if i am in a city. Always the same Enemys are near bye even if there are no enemys around.

Depending whether or not you've pissed off the Dawn people, you are in fact surrounded by enemies in cities.

Yup, that part of the mainquest where the MythicDawn are after you.

Apart from random ones, there are specific sleeper agents that will turn on you.
