The op is the seed planted by oblivion 20 years later.
Every time that I have done this quest line, I just have it going in the background while I'm doing other things. As you are out exploring and doing other quests you will come across all of the shrines naturally.
This is one of the few quests that doesn't have a map marker showing you exactly where to go....and it's refreshing. Don't always need someone to hold your hand and tell you exactly what to do.

If you start out doing the Chorrol and Skingrad quests (a fairly natural progression) you will probably tick off at least half the shrines just as you explore the countryside. Embarking on the Knights of the Nine quest straight out the gate isn't really the intended path.
You only need to repeat the process if you do anything that gains you infamy so that is your own fault.
We need more quests like these and less map markers.
The only annoying part is the bug filled final quest.
A permanent attribute loss to complete a quest is a jerk move if you ask me.
