This case as well as the one you mentioned probably shouldn't happen. They aren't logical, and they are quite frustrating.
If you don't want them to be mutually exclusive, it would be acceptable for them to decrease the effectiveness of all other stress releif activities or something similar making two of them quite inconvenient but not quite as crippling.

Seriously though, in a Lovecraftion universe it does make a twisted bit of sense. In a world where people kill themselves over the fear of what some unspeakable horror might do to them, it does make sense that they could only find relief in drink while being too afraid to drink. Thus leaving them broken and useless(with maxed stress). Mechanically, I don't know if it is a good idea; is it possible to salvage the character?
1500 Gold and one week in the Sanitorium will make them useful again!
