Make "A Helping Hand" a triggered town event
I won't expand into the whole town event thing and how absolute most of them are super low impact or detrimental(like +1 resolve for idle classes), it's a whole separate topic where you could write paragraphs after paragraphs.

I really liked the "activate" quests' side effect - indeed, this made them more worthy as intended, either as an additional measure of safety before attempting a boss, or as an exp boost to your low lever recruits. "Gather" quests, however, are still not worth it in my opinion, only "Caregivers Convention" is a decent side effect among these quests and to make them worth it I propose all "gather" quests to trigger "A Helping Hand" event for the next quest - globally or in one area only.

What for? Right now there's still a serious problem with integrating new recruits into your squad, even after the Stagecoach upgrade. Say my entire roster is red(which partially true, 20/28 heroes are lv5+) and then I lose a hero and to prepare a replacement I need to somehow drag a level 0-3(most of the times 0) hero across a champion dungeon. It wouldn't be too much of a trouble - I can form a babysitter squad with MaA/HM, Vestal and some Crusader or smth to make up for one hero being a burden.

The problem is that said hero gets extremely high stress upon entering and throughout the whole dungeon, making them very likely to become afflicted(guard can only help so much, you will still be tanking crits and AOE stress attacks in excessive amounts because one hero is useless, other is a meat shield and one is a healbot/mild cc), and from there it all goes downhill, especially if you meet any of the new champ enemies.

"A Helping Hand" event mitigates this problem - you just pack your champs and your new recruit into a vet dungeon where you kill everything on sight, if you got a long quest+portrait they instantly become lv3 and from that point you can risk bringing them into some champion dungeons.

Obviously this shouldn't work for boss expeditions, but even if it would, vet bosses aren't that hard to beat for it to become an exploit.

This, or any other solution to a roster problem would be greatly appreciated.

I think having this spawn so frequently would basically defeat the point of having the restriction in the first place. Gather quests are common enough that you could basically use your high level teams on every other dungeon.

Maybe. But something needs to be done about that, I have 2 low level heroes right now who i need in my red roster and my only options right now is to either find similar lv3 heroes and attempt a babysit expedition, wait for the event to come naturally or just wait till I lose 2 more heroes and go green/yellow dungeons with whatever squad I get.

Town events were *already* triggered. When choosing a quest, beneath the rewards, the town event (if any) will be listed.

Those are specific town events that always happen after gather/activate missions, they are always the same and depend on location. All the other events can only be triggered randomly.

You can bring low level heroes into Champion dungeons. Just give them a -Stress received trinket, the Ancestor Portrait and pretend they're an Antiquarian

Antiquarian has a half-decent heal, means to force ppl guard her(meaning I don't need to bring MaA/HM and make them waste turns) and a somewhat decent stab/blight/pty dodge buff. She is more useful in combat than any low lvl hero i bring there by miles. And I gave my reasons why bringing 0-2s into champ dungeons is a bad idea - you will most likely fail.

Power leveling is a thing, you know? Its not even hard to do and like JellySlayer described you can get a lvl0 to lvl 6 in two dungeons. Or you could just take them into a Veteran dungeon, even more relaxed^^
