Yeah, some of them do support work more often than they attack, but even so, I still want to attack sometimes. Even the Vestal (who's the most pure support character I use) Stuns and uses her ranged attack (which also heals her).
So yeah, do upgrade the weapons on your "support" characters.
You might also want to rethink how you approach some of the characters, because it sounds like you're under-utilizing some of them.
Antiquarian: I've killed a lot of stuff with Nervous Stab and Festering Vapors. I've also blocked a lot of damage with Flashpowder.
Jester: The Jester is designed to be useful as a fighter early in an encounter, that's what Slice Off and Harvest are for. Towards the end of the fight, you'll probably want to switch to Inspiring Tune.
Occultist: The Occultist is incredibly dangerous, especially against Eldritch enemies. He also has the strongest Stun in the game.
Plague Doctor: She's arguably the strongest character in the game. She's one of the fastest, she has brutal stuns, can blight any rank enemy and has a nasty melee attack.
Lacking a stun against R1 has next-to-no impact on her stupidly high status as the closest thing to an overpowered OG hero.
Best blighter in the game.
Second-fastest hero in the game.
Baseline ACC of 95 on all buttons except Incision.
Can top-up heroes, remove DoTs/Disease, and is ready to help get people off death's door.
Best stunner in the game, including double back-rank stun -- the most common priority ranks -- and a corpse-shuffle-stun which can be used from 3/4 positions vs one of 3/4 targets at 7-9 baseline speed -- as a healer with blight/bleed synergy who can't even deal damage without ignoring PROT.
As a result, she's pretty much the best staller and reinforcement cheese in the game, locking down 75% of the field with stuns and DoTs as a heal-capable, all while bumping herself beyond the 5-week-slump quicker than most thanks to her stupid stats, not to mention annoyingly good class trinkets.
She works in an obscene amount of compositions, even if you want to plop her in R2 or R1 - with or without double-stun - and her presence alone will dilute the challenge of most content.
She's the embodiment of DD1's standard meta, and if anyone thinks lacking a stun against R1 is of major import, they have 3x spare slots to make up for her limited detriments.

As for OP, yes, you absolutely should fully upgrade your heroes (regardless of their role).
However, you would be forgiven for focusing upgrades onto their abilities first (to raise ACC and Potency), then their weapons/armour (base damage, crit, speed, health, dodge).
