Treat it in hospital.(cant remember the name) maybe you haven't unlock it yet.
Then, use your reading skills to examine your character's negative quirks. Some quirks mean that they only want to pray to relieve stress, or will refuse to meditate. Sometimes a character gets two quirks like will only want to pray, but will refuse to pray. These people are clearly just jerks and you should send them home. Recruit someone else to take their place.
Alternatively, you can send them to the Sanitarum, which costs money, but will remove one of the quirks that's causing problems (be sure you choose which quirk you want removed before you lock the doors on them).
