The change was mostly made so people don't need to grind the wealds forever in order to be abble to upgrade their characters. Now they're free to grind anywhere ! At least I think that's why.
As for the lower droprate, I honestly couldn't tell, sorry. It's been a while since last time I've picked some.
But If I had to guess, I would say you've experienced bad variance.
This. Now you can go anywhere to get heirlooms, rather than being stuck farming Weald/Warrens exclusively until the Blacksmith/Guild were upgraded. New system is much better, IMO.
And as far as lower drop rate, it's probably you. Just because you've had a few bad runs it doesn't mean the drop rate is lower. I haven't seen any noticeable change in the number of drops.

Trade your crests for something different then, you can do that now. And you're implying like Crests weren't as abundant then as they were before. It's fairly possible that you just got low loot, I get a crapton of heirlooms each run to the point where I actually bring in more of them than actual gold.
