Even if it worked exactly how it says on the tin, you are still better off reducing your chance to miss - rather than having a tiny chance of misses being turned into hits. Personally, I treat a hefty portion of positive + negative quirks as nonexistent already.

To hit " the absolute nothingness " during Ancestor fight, which has 999 dodge. But who gonna spent 24h trying to kill one right?

Certain negative quirks influence stress decisions. For example, hellion can only move forward i think, so if she can juke backwards automatically, you can move into a free breakthrough, (if you know how to Chara manip (Hint: you don't!))
Honestly, them making decisions for me sometimes helps me get back on track. And sometimes they strike with more viscerality then I can muster in the moment.
