Is the flaggelant capable of being virtuous?
I have not once seen the flaggelant become virtuous, is it possible or is it some part of their character that they always become rapturous?

No, he only has the rapturous reaction. But it's really a positive, except that you need to stress relieve in town.

No, it's one of the main gimmicks of the class. He can't virtue, but he gets a hefty increase to damage and speed while afflicted in exchange for a high risk of him attacking his party members and reducing his dodge by 20.

Albeit high risk in the sense of 'too high' not actually a high percentage.

I don't understand where to find all this info, it doesn't say in his abilities or quirks that he gains speed and dmg when his stress is above 100, so where am I supposed to find that?

The only way to see it in-game is to look at his stats while he's afflicted. Speed and Damage skyrocket, dodge drops dramatically.

A good source of information is the Darkest Dungeon wiki: https://darkestdungeon.gamepedia.com/Flagellant

I wish information like this was written in the game somewhere, but at least the wiki has this stuff covered.

His Affliction gives him these buffs.
+25% dmg,
-20 dodge,
+3 spd
Modders are more more accurate in terms of stats than Wiki. :v

how find that information:
in flag info you can find:
overstressed_modifier: .override_trait_type_ids berserk .override_trait_type_chances 1.0
Aka only virtue/affliction that he can get is berserk (aka rapturous). (exept hardcoded possibility to get refracted from CoM)

In shared/traits in crimson court dlc folder (flagellant one) you can find file with that affliction:
flagellant.trait_library.json

Trait of the class. He can only go raptorous.

See the problem is you'd have to know to dig there, when really it should just be simple information listed information in the game. I thought I was just really unlucky but I'm glad I asked.

Its way to find ALL information.
in game it will show as stats with yellow (positive) and red (negative) glow.

No virtue/affliction directly tell you what they do.
