other possibility would have been if vestal was in front couple ranks so couldn't use rank-dependent healing skills but you mentioned that wasn't the case.
other possibility if vestal is afflicted or target is afflicted; they can refuse to do certain actions or refuse healing, but as you mention other skills apparently active maybe that's not it either.
other possibility you literally did everything right but your game's corrupted, and your best bet is to make a backup manually, verify files, see if that helps, if not, dismiss vestal and see if new vestal can heal properly, if not, welp, then you're stuck. But if it is a corrupted save file, it's a new one on me, never heard of something this specific before. Ah well always a first time innit.
This sounds like the most likely explanation. Optimate, for future reference: all skills have a set of four dots that indicate from which position the skill can be used.* The dots highlighted in yellow indicate the positions from which a skill is usable. In the Vestal's example, she can't use her single-target heal unless she's in the two back ranks, and she can't use her party-wide heal if she's in the frontmost position.

Looks like it may be the latter. Back at the hamlet I looked at her details and all (the only) four skills she has are active. I can't find any way to unequip anything but as all my heroes have just the four skills available at present the option to change the active skills presumably doesn't apply. Sent her on another quest just to be sure and as before she only had 2 skills available wherever she's positioned in the group. If there's an affliction (she's got a few) that stops her healing the tool tip doesn't tell you that and it would cost me a shedload of gold I don't have to cure her so I guess I just fire her sorry ass.
It would probably help if you had some screenshots of both her stat page (so we can see what afflictions she has and her skills) and an instance of her not healing. Then, you could post in the Bug Report section where the developers will see it.
No. It's on Steam. redhookjohn is very active in the community here. Also both healing skills don't have a yellow border in your screenshot, so it does mean they're unequipped!
