Time doesn't pass unless you go into the dungeons. In order for your party to rest, you need to have an active team of four heroes in a dungeon. So you can't have everyone resting. I mean, you can... but then time won't move forward, and your heroes will never recover.
Because of this, your first upgrades should focus almost exclusively on increasing your roster size (Hero Barracks in the Stage Coach). The more heroes you have, the less likely you are to find yourself in a position in which all need relief.
You could check out some of the Steam guides, but some might have outdated information.
By Rest, I guess you mean remove Stress? Well there's some Stress Relief that gets passes around when heroes stay in town even if you don't put them in any sort of Stress Relief Building (Tavern/Church), the Stress Relief only applies after a week has passed. A week only passes if you do a dungeon run, so yeah you'll need to have a team to venture forth so the rest of the heroes can rest. Which is why the game heavily suggests against having just one go to team since what can be effective in one dungeon can possibly can't possibly be as effective in another.

How do I EXIT the dungeon so I can go purchase MORE supplies?

You can't go back to the Hamlet without abandoning a quest. It's either retreat or carry on, you don't get to pop back to town halfway through to pick up extra supplies.
