Sometimes you get a class that can hit pretty much any position, like a Shieldbreaker or a Highwayman, and in those cases it's really good because it means you don't have to spend a turn using a de-stealth move and you can hit stealthed enemies regardless of where they are.
But then sometimes you end up getting it on a Crusader or a Leper who don't have any moves that even hit stealthed enemies, since practically every enemy with stealth ends up in R3 or R4.
So basically it's decent if you get it on a good class, otherwise it's just a waste of space that you should probably just remove so you can get better quirks.
Better, many of those stealthed enemies that become priority if you can actually hit them are weak. Think those pig hook guys. How many of those, without Shieldbreaker (or other destealthers), have you just had to grimace and take two hits from before any chance of attacking them?
Twilight Dreamer sucks to get on a useless character, though. Like Antiquarian.
