Mod Loader Order: The never ending question

This year I start DD again and once again comes the question of the load order.

"Mods higher up in the list have higher priority"
What does that even mean?
Do they have higher priority and load first, so everything is loaded after those and overwrite them as needed? (Patches)
Or do they have higher priority and get loaded last, so they get to overwrite other mods as needed? (Patches)

Many quides and mods say something to the mod order, like Herbs of the Wild. Those say they go over mods that require this file.
Over? As in on top? Like high up in the List?
Because in the example list provided in the same sentence the addons are below Herbs of the Wild.

Priority can mean both things, and the many, many information pages I can find to this all conflict with each other and even themself.

I just want to know if a mod needs to be UP in the damn list or DOWN. Higher on the screen, or lower.

The Enigma changes the shop screen, so it should be all the way down, right?
Herbs of the Wild should also go all the way down, since it is a resorce mod, doesn't it?
Inventry size changes are a deep change of the core gameworks, so they should come first? Or last, so nothing else overwrites part of it?

I am doing this for at least 5 years now, and I never gotten an answer that doesn't conflict with itself, let alone other sorces. Just venting here, expecting nothing, because the top answer will again be something like "They need to be high so put it on the bottom of the list to load first and overwrite everything else since it is last and at the start"

You can think of it as mod effects are applied in order, starting from the bottom.
To be perfectly clear, the bottom is down on the screen.
Higher priority means loaded later in this case.

I suspect the answer for these three is that it doesn't matter. Unless they affect the same files, which it doesn't sound like they would, the order doesn't matter. But you can check the mod folders for yourself if you want to make sure.
