To build Districts you need Blueprints. The Town event gives you a free blueprint. If you get a blueprint before you get the town event then having a blueprint unlocks the Distcirts menu as well.
You cannot get Blueprints if you don't have the Districts enabled on the save.
Did you enable it on a pre-existing save or did you enable it on a new game?
Becuase I heard if you enable the Districts on a pre-existing game they might not work
never tired it my self, Its just what I heard.
It finally unlocked. My grinding has payed off.

They are special buildings available through the DLC that give you some extra bonuses. The most immediately useful is probably the bank, which gives you 5% extra gold on whatever you have sitting around. Once you get a big enough supply of gold, you can basically finance all of your quests from the interest.
Others give specific bonuses to certain classes. For example, there's a nice one that gives +2 extra camp points if you have a Hellion, Leper or Abom in the party.
Generally, districts cost a large to extremely large number of heirlooms (bank is 55 portraits, all the way up 750 crests for the vanity district that just looks cool and unlocks an achievement)
