I actually never installed that free-DLC since I absolutely abhor the Arbalest to start with and having a litteral clone with different trinket sets to manage for her too was just too much to bear.
I've tried to install the DLC with all the options steam gave me, I also did a backup and reinstalled the game 2 times to try and fix it but the Butcher's Circus still does NOT appear in the DLC list both in-game and while browing thru Darkest Dungeon's properties via steam.
Pretty much a Catch 22, yeah.
I guess having Hook Entertainment provide us a non-steam download link for the DLC for us to litterally INSERT it into the game files for it to work would solve it, that about the only thing that would work at this point IMO.
Then there's also the fact of the Darkest Dungeon Beta Branches. Do they do anything? Do they actually relate to this perticular issue we're having?
Update: I've restarted steam, opted out of ALL beta programs (I hoped they would help but nope) but the issue remains. I've also attempted to download the DLC via the in-game link but whenever I click that and enter the store Steam literally asks me IF I HAVE THE STEAM APP OR NOT instead of having me download the DLC.
What in the Ancestor's name do I do now?

Musketeer DLC actually installed itself for me, now if only TBC did that aswell on startup....
You mean going Library -> Darkest Dungeon -> Properties -> DLC ?
I already went there, it only shows the three DLCs currently avaiable aside from TBC, so I can't even checkmark it to have it installed, it's almost as if TBC never released on my version of Steam in the first place.
It'll just open the game and then it'll download the 300mb-ish DLC and then you can just close the game when it downloads.
(Sadly my game crashed when trying to play my first match lol, so...... later i guess, my laptop sucks)
I had the same issue, so I googled and found your discussion.
I checked my game's properties and saw that I did indeed own the DLCs, but they were not installed. You can check that by:
1) Going to your Steam library
2) Finding Darkest Dungeon and right clicking on it
3) Choosing properties
4) Choosing DLC on the top panel of the properties window.
If you see that you have the DLCs, but they are not installed, then you can do the following to install them:
1) On the properties window, choose the Local Files tab.
2) Use Verify Integrity of Game Files option.
This will take a few minutes to check your files, and then download the DLCs for you. After the installation is done, you can play your game with the DLCs.
I hope this fixes your issue as well :)
Also in order to play that dlc you have to accept that the game devs collect your game data in order to play. when you start a new run or reach the part of a run where the circus is started you get promted to accept or deny data colllection. If you deny data collection you'll not be able to play the dlc. if you change your mind you can always accept data collection in the options menu
