How to view item description

I may sound like an idiot but I can not for the life of me figure out how to view item description in the game. I've tried every button and search google for an hour and only managed to figure out how to do it on PS4 (I am on PC) Can anyone help me?

It should pop up if you hover your mouse over it while outside of combat. If that doesn't work, then you can view tooltips for trinkets and provisions by hovering over them in their respective menus while in town.
