Stuttering, laggy and slow gameplay. Suggestions?

So my game is running, but kinda badly. There's a weird lag/stutter when I'm walking in rooms (but not corridors), there's a slight lag and even unresponsiveness when I click on icons (sometimes it completely ignores the first click) and while I'm not sure this is normal (gameplay on youtube looks faster) I think enemy turns are taking a lot more time than they should. But this may just be my impression. I just don't recall it being this slow a year or so ago.

Here's what I've tried to fix it:

- Changing Full Screen to Windowed (with different resolutions also). Both ingame and through launch settings.
- Disabling Camera Pivot and Blur.
- Setting .exe to run as admin and in compatibility mode with Windows 8 (i'm running 8.1)
- Using the "before coming in hot" build through steam betas.
- Reinstalling the game.

Neither one of these fixes worked. At least nothing noticeable.

Any ideas what I can do? My pc can run plenty of demanding games, so I doubt it would be it.

I'm starting to contemplating refunding for now (I've gone beyond the 2 hour mark but unfortunately it's mostly testing this). I really like the game but If it stays like this I probably will have it sit on my library eternally...

I haven't had any of these problems myself... have you tried validating the files? That usually works for me when I'm having problems with games.

Yes, I forgot to mention but I did. Nothing came up, all good apparently.
