The publisher appears to be Kadogawa and Degica. These are not run of the mill publishers but make pretty big games. So there's not really going to be an issue with the translation quality. They have a vested interest in making it good as they're getting a cut of the revenue.
That being said, marketing in Japan is.... peculiar to Western audiences. Which is understandable. Its why there are a few trillion react videos to 'weird japanese commercials'. But the social construct around how commercials work is one of the main reasons why this is the case. Its why Softbank, the equivalent of basically Verizon/ATT/Sprint combined, runs commercials for cellphones that is literally just Cameron Diaz walking down a street in New York and talking on the phone for 30 seconds. Its weird to western audiences, but is basically rund of the mill for Japan.
Remember the rest of the world views American patriotism and its adoration of the military in its advertising as extremely weird too. Weird is relative.
The only plausible reason I could normally imagine for this kind of voicework is an "in" joke of some kind, like using an actress from Demonbane, Nyaruko, or Saya no Uta. It's pretty clear that the voicework is supposed to carry a bit of irony here, because the speech is done in a uncommon pattern generally reserved for oddball cute characters.
I mean, to put it bluntly: phone games about cute (ship) girls have less cutesy trailers.

Honestly, game devs should think twice before even thinking about releasing in Korea. It seems they will flood your forum and review-bomb if something doesn't suit them.
My thoughts aside, Satoru’s explanation is something I’d take into account.
